Ride Smart: Know the Electric Bike & Scooter Rules

CREATING SAFER STREETS FOR EVERYONE IN 2025 

Overview of the E-Bike Ordinance

The City of Perth Amboy is committed to enhancing public safety while embracing sustainable transportation options. Effective since 2024, the following guidelines govern the use of electric bicycles and scooters throughout our municipality.

Reminder: This ordinance has been in effect since 2024. Please review the rules to stay safe and avoid violations in 2025.

Why These Rules Matter:
The City’s e-bike rules are designed to prevent injuries, promote responsible riding, and ensure everyone—riders, drivers, and pedestrians—can share our roads safely.

Class 1 E-Bikes: Pedal-assist only (no throttle), with a maximum assisted speed of 20 MPH.
Class 2 E-Bikes: Throttle-enabled with a maximum speed of 20 MPH (without pedaling).
Class 3 E-Bikes: Pedal-assist only, up to 28 MPH. Helmet required for riders under 17.

Note: While Class 1 and Class 2 e-bikes exist and are common in other municipalities, Perth Amboy currently does not have dedicated bike paths or lanes. Therefore, their use is limited to the same areas as Class 3 bikes—city streets only.

Safety Guidelines for All Riders

  • Obey all traffic signals and signage — treat your ride as you would any other vehicle.
  • Ride with awareness of your surroundings and yield to pedestrians at all times.
  • Stay visible and practice defensive riding, particularly in low-light conditions.

Business & Equipment Requirements

  • Businesses selling electric bicycles, scooters, or motorized bicycles must obtain an annual municipal license ($25 fee).
  • All e-bikes must be powered by UL-certified lithium-ion batteries with visible safety labeling.
  • Bicycle license tags are now optional for individual riders.

City Bike Share Program

Operates seasonally from May 1 through October 31. Participants must be 18 years or older and sign a user agreement and waiver. All riders must:

  • Ride responsibly on city streets
  • Wear an approved bicycle helmet
  • Use hand signals to communicate intentions
  • Obey all traffic laws

The "On Bike Share" app is required for participation. Available on Android and iOS. Learn more or register online at the Official Perth Amboy Bike Share Page.

Violations & Penalties

  • Maximum fine for violations is $250
  • Serious infractions may result in imprisonment
  • Tampering with Bike Share equipment or violating user agreements may result in penalties or full replacement costs
