NOTICE FROM THE CITY OF PERTH AMBOY

Update Regarding Data Security Event

This notice provides an update to the City’s November 11, 2025 public communication regarding the data security event.

Perth Amboy, NJ – The City of Perth Amboy (the “City”) is providing additional information regarding the data security event previously referenced in its November 11, 2025 communication following the completion of a comprehensive investigation and data review process.

Upon detecting suspicious activity within its network environment, the City promptly implemented containment measures, secured impacted systems, and engaged a team of nationally recognized third-party cybersecurity and forensic investigation professionals to determine the full nature and scope of the incident. The City also notified and coordinated with appropriate law enforcement and cybersecurity authorities, including the Federal Bureau of Investigation (FBI), the New Jersey State Police, and the New Jersey Cybersecurity and Communications Integration Cell (NJCCIC).

Following a detailed forensic investigation, it was determined that certain files stored on impacted systems were accessed and/or acquired by an unauthorized actor. The City subsequently conducted an extensive review of the potentially impacted files to determine the type of information involved and to whom the data may relate.

The review determined that the information involved may have included individuals’ names in combination with one or more of the following: usernames and passwords for online accounts associated with City systems/services, credit card information, financial account information, driver’s license numbers or state identification card numbers, and Social Security numbers.

At this time, the City has received no reports indicating that personal information involved in this matter has been misused. Protecting the information in our care, maintaining reliable public services, and strengthening cybersecurity protections remain among the City’s highest priorities.

The City understands the seriousness of this matter and recognizes the importance of maintaining public trust. Cybersecurity threats continue to impact organizations across the country and the City recognizes the importance of taking strong measures to protect sensitive information. The City acted immediately, engaged qualified experts, and continues to take significant steps to strengthen its cybersecurity environment and protect sensitive information. In response to this incident, the City has taken significant measures to further strengthen its cybersecurity environment, including:

  • Conducting a comprehensive forensic investigation
  • Enhancing network security and system monitoring capabilities
  • Implementing additional cybersecurity safeguards and protections
  • Reviewing and strengthening internal cybersecurity policies and procedures
  • Continuing coordination with cybersecurity specialists and law enforcement partners

Out of an abundance of caution, individuals are encouraged to remain vigilant by reviewing account statements, monitoring credit reports, and promptly reporting suspicious or unauthorized activity to their relevant financial institution or credit/debit card issuing company.

Individuals may obtain a free annual credit report from each of the three major credit reporting agencies by visiting https://www.annualcreditreport.com/

Individuals may also consider placing a fraud alert or credit freeze on their credit file by calling the three major credit reporting agencies as follows:

  • Equifax: 888-378-4329
  • TransUnion: 833-395-6938
  • Experian: 888-397-3472

The City has established a dedicated toll-free call center to answer questions regarding this matter, which is available Monday through Friday from 8:00 a.m. to 8:00 p.m. Eastern Time and can be reached at 1-844-671-5906. Individuals may also obtain additional information by visiting the City of Perth Amboy website at https://www.perthamboynj.org/.

For additional information regarding identity theft, fraud alerts, credit freezes and the steps individuals can take to protect their personal information, contact the credit reporting bureaus, the Federal Trade Commission (FTC), or the New Jersey Office of the Attorney General. The FTC encourages those who discover that their information has been misused to file a complaint with them.
