        Introduction & Executive Summary

        The City of Perth Amboy, in compliance with New Jersey's "Mount Laurel" doctrine,
        has developed this Housing Element & Fair Share Plan to fulfill its constitutional
        obligation to provide affordable housing opportunities. This plan outlines strategies
        and initiatives aimed at ensuring access to quality, safe, and affordable housing for
        low and moderate-income households in our community.
        
        
        Since the 1975 New Jersey Supreme Court decision known as “Mount Laurel I,” municipalities
        have been required to meet specific affordable housing obligations. The City of Perth Amboy
        aims to satisfy these obligations through voluntary compliance, proactive housing policies,
        and strategic partnerships, thereby avoiding the risks associated with “builder’s remedy” litigation.
        
        
        Through this plan, Perth Amboy addresses its three components of affordable housing obligation:
        the Rehabilitation Obligation (335 units), the Prior Round Obligation (0 units), and the Third
        Round Obligation (0 units). The City's commitment includes improving housing quality, enhancing
        rent control measures, and adopting a mandatory set-aside ordinance to ensure long-term affordability.
